Default Quick question about private plates

I know it costs just over £100 for DVLA to take a private plate of a vehicle on to retention, but if i was to put it straight onto another vehicle would i still incur the cost.

If you put it on retention it then costs nothing to put it on a car within 1 year, if not you need to pay £25 per year to keep it on retention.
