Does intent make you guilty?????
Ok, so. You wanna kill somebody but you haven't done it....yet. Does that make you a murderer??
No, I here you say.
BUT.......
A homosexual man that hasn't bummed anyone is Gay whether or not he's "been" with another man or not.
So, does intent of being something mean you are it - or not???

Let a person be judged by their deeds, I say. If we were all judged on our thoughts, regardless of how stable or transient they may be, this would be a worrying world.
Best.

You can't help your basic sexuality, so that alone makes you guilty of nothing. If however a homosexual sets aout to corrupt others or take advantage of young people etc., that is a different kettle of fish and he would deserve what he got for doing it.

"Being gay" is not a single act, it is a state of being. "bumming anybody" is the single act. You can't "commit being gay", you could commit "bumming somone". You could argue that "being gay" is the same as "intent to bum someone". (to use your terms in each case). I'd also suggest that as gay sex - whilst a lot of people, including myself, do not want to participate in it - is not a criminal activity, the term "guilty" is not really appropriate.
Committing murder is a single act, and is criminal. Hence "guilt".

If you are Gay you announce the fact by driving around with GOLD WHEELS on your wagon!!
Being Gay is not the issue in this case - its the complete lack of taste and common decency of the GOLD WHEELS!!
