I feel sad enough that I have bothered to look this up at all, so don't hassle me that I haven't checked Scottish law! And I have no inside knowledge at all about Bookmaking industry.

However in England & Wales:-
"A person may act as a bookmaker only if he holds a bookmaker's permit. This is issued by the Betting Licensing Committee of a local Magistrates' Court. The Committee will need to be satisfied that the applicant is a fit and proper person."

Surely the guy will find himself unable to trade when his licence renewal comes up. cos the punter is bound to object?
