Go for 7, its up to CS now (8) if only just to be almost up to date.
On the whole though 6 was a massive jump from 5.5 and 7 is a very good improvement on 6. 7 should be the winner.

I believe that you can get a heavily discounted upgrade from any of those to CS anyway.
Be aware that CS uses online activation like XP does - you may or may not want to support a product that uses that technology. It's one major reason I haven't upgraded.

I don't see much of a reason to upgrade from 7 to CS other than remaining up to date. The new features are hardly worth it are they?

Upgrades are only normally available from the previous 2 versions 6 and 7 not 5.5 you would have to buy a full new verison if you bought 5.5 so its not worth doing

7 has the patch tool, which I use all the time for doing things like getting rid of lamp-posts and other things I don't want in shot. A brilliant tool.
You can also get plugins fro 7 from Adobe which will almost bring it up to version 8 (but not CS).
CS/8 supports RAW camera outputs, which the plugins will also do. It also works in a higher colour mode (I always get this bit wrong. I think it's 32 bit as opposed to 16 bit i earlier versions) which the plugins do not support.
If you can afford it and you have a decent digital camera then CS is worth it. Otherwise 7 is just fine. I still use both as I can't afford a PC and Mac version of CS...

At least 7 - preferably CS
Each new version introduces new features, but there is usually one killer - for 7 it was the healing brush / patch tool which is amazing if you want to do things like getting rid of spots & wrinkles on portraits etc.
With CS the absolute best feature is the shadow/highlight tool which can extract an amazing amount of detail out of the dark part of your pictures.
I got 5.5 free with my camera, then obtained an evaluation copy of 7. I decided to go for CS just for the RAW file handling capability, but then discovered the shadow/highlight tool.
The upgrade does NOT specify which versions you can upgrade from. In fact I didn't actually have Photoshop installed on my PC when I installed the upgrade and it worked fine

One thing to be aware of is that the latest Adobe products (at least, the one's I've been using) now only install on XP. They no longer support Win 2K.
