Baldy tyres, no baldy clue
Yesterday I parked up in a pub car park to make a phone call and glanced at a P reg corsa next to me. Something caught my eye, baldy front tyres, and steel wires all around the outer edge 
They were so bad that I was surprised they were still inflated, not safe at any speed !
What should I have done? I left a note on the windscreen, there is no way anyone in their right mind would drive around on tyres like that.
Would the police be able to do anything?
