people slow down/stop just to tailgate more

why do people do this.
last night a BMW ONE was sat dangerously close to our bumper.
the boy racer driving see's some one who wants to turn across our path from the other side of the road into a side street and stop dead for him.
Why?
So he can put his boot down and speed up to our back bumper again.
WHATS THE POINT???!??!!?!?!?
anyway, my dads amazing driving skill blew him away on slippy gritted roads.
good old AWD and a great driver.
