Paul Garvin, the Chief Constable of Durham is a hero. He understands the truth about static speed 'safety' cameras and refuses to allow them to be installed on his patch. Top Bloke.
"A CHIEF constable has BANNED speed cameras.
And accidents on his County Durham patch are 43 PER CENT down on similar areas.
The force’s chief Paul Garvin said: “Only three per cent of our 1,900 collisions every year involve cars exceeding the limit.
Speed may be a factor in the background but the actual cause invariably is drink-driving or drug-driving.”
Across his 862 square mile territory there is only one camera — an old-fashioned mobile speed trap used for 20 years.
Mr Garvin, 54, said: “I don’t believe fining people cuts road accidents.
And I don’t mind losing the revenue from cameras if it means we’re making roads safer.”
Mr Garvin has set up a better driving campaign aimed at teenagers and those who have been involved in accidents."
These f*****s of course are outraged http://www.brake.org.uk/ They claim he is failing in his duty to protect the public and want legislation to *force* him to have GATSOs installed.

It was refreshing to see his common sense attitude towards the use of speed cameras and the proper way to improve road safety. I feel that they are an Orwellian invention and designed to make as much money as possible while saving even more by doing away with sufficient traffic police. The locations in which they are generally used seem to be chosen to swell the coffers rather than stop speeding in dangerous spots.

According to today's Telgraph, road deaths in Co. Durham rose by 56% last year, with the number of serious and slight injuries also up. David Jamieson, the Road Safety Minister, is saying that Garvin is going to have to explain to local people why deaths and injuries are going up rather than down.

some sad b1tch on BBC1 news this morning said if you are a grieveing mother of a child killed in a motor accident in Durham, you should write to this guy.
now that is low - and well below the belt - it implies that all road deaths are caused by speeding motorists.
( we now have a road in Hudderfield - 6 new speed humps - all with zebra crossings on top - outside main University (degree students were deemed incompetent in crossing the road safely with one zebra crossing and a pelican crossing) - you spend more focus on the actual humps than the crossing or people who maybe waiting at the side of the road - or stepping out.)
and it doesnt slow down (most) company car owners or van/wagons ? does it ever.

"Speeding" is a term that is just an easy scape goat for people who have very little knowledge or positive interest in motoring.
The ignorant un-educated anti-motorist would love to associate and *automatically* assume speeding was the cause of x accident at x location and x time.

The woman from BRAKE on the BBC news this morning really got my goat.
Her response to statistics that "excess speed only account for a small percentage of accidents" was to say
"These statisics are bounded about by a bunch of fringe organisations and have no meaning"
What like BRAKE isn't a fringe oragnistaion and the Association of British Drivers is? And therefore Durham police are a fringe organistion???

What Paul Garvin has realised, along with a few others that have recently realised it albeit too late, is that if you turn the public into criminals, they will not willingly help you solve crime.
If the public do not help solve crime, it does not get solved.
So whilst the number of people getting speeding fines is now estimated at 4,000,000 per annum, the clean up rate on all other crime is the lowest it has ever been.
If you commit a crime in this country, you have a less than 10% chance of being caught. If unlucky enough to get caught, you have a 20% chance of being found guilty.

keep banging on about this, smoking kills 130,000 a year here and interesting to read in todays paper that the NHS directly KILLS 30,000 a year and is a significant factor in the deaths of up to 150,000.
Why doesnt that anti-car ranting bufoon on BBC tell everybody thats had relatives killed by smoking and the NHS to start writing letters.
Some people really need a good **** kicking.
