If those new Continentals GT's pull like the old Continental T's then overtaking is a right grin
The old Continental T is the only car that I've driven that has the same grunt as my scoob in acelaration, and has the same overtaking ability (just with no need to use gears ). But it weighs 2 over tonnes and still manages manic aceleration And the latest GT is alledgedly lighter and faster

I didn't see it, but maybe this answers the question of overtaking on areas of white diagional stripes...

He did not break the law, you are entitled to overtake on crosshatched stripes if the border lines are not solid. Says so in the Highway Code.
I have only seen three Gatso's on the 303 between the M5 and the M3. That's a worry!

just my "two cents" worth...
it was a legal move, but really not a good one, note how he compromised safety by moving in far too close - no evidence at all of a 'contact position' - and no excuse in a car that powerful not to use the correct system.
Not an exciting point I admit, but there's a great deal of impressionable people watch that show, and Mr Clarkson might want to set a slightly better example..!
