I'd say 7 days is resonable.
There are no excuses for him, if they cant get any net access at home, as we all know, there are many other ways.
In future, maybe it would be an idea to include in the description of goods, the fact that if no correspondence within x days will lead to re-listing and negative feedback for winning buyer.

Do you not have a phone number on the check out screen?
Either way, no excuse, the buyer knew that they'd be required to contact you some time soon. The net is available elsewhere and I dare say they'd even be able to contact you having completely forgotten their eBay details by just searching for the item again.
He's either broken his leg and there's no net in his ward or he's bloody impolite.
Incedently, you can re-list without leaving bad feedback.
Here's one to consider, I held back giving bad feedback on someone that blatently put the phone down on me after I bought something. No money changed hands and I could live with having not ended up with the item. Turns out the items (hundreds of items of IT equipment) never existed and the guy was a big time fraudster. Early feedback would perhaps have saved some other people posting cash.

i too am having trouble with a buyer.
guy bought a phone from me *that doesnt work* (hey, it takes all sorts right)
now he's got it, he says its not repairable as the ad said.
(said spare or repair maybe)
part of me says
'you bid on a non working phone you muppet'
and the other part says
'give him back *SOME* of his money to stop him kicking up a fuss and doing the whole black mark business...
