A majority of these that DO vote.
A lot of MP's who refuse to vote with their party will abstain.
e.g.
40% against
39% for
21% abstain

Only ever seen this in the Phantom Menace, so my comments will be useless
Edited to add Chancellor Valorum lost too, thats how Senator Palpatine managed to create the new army....
