There's 650 mp's...you need 326 to bring down the Gov't.That works out around 50.2%.
The percentage depends on the number allowed to vote.

A majority of these that DO vote.

A lot of MP's who refuse to vote with their party will abstain.

e.g.
40% against
39% for
21% abstain

Only ever seen this in the Phantom Menace, so my comments will be useless :)

Edited to add Chancellor Valorum lost too, thats how Senator Palpatine managed to create the new army....
