NIp for 82 on a dual carriageway deristricted limit

Bit harsh, but mate of mine has just received NIP 12 days after event. Sounds like it may have been a white van jobby, has anyone returned the NIP without signature and avoided the penalty.
FYI this will be points 7,8&9, previously done for 72 in a 60 and 94 in a 60, both on bikes.

A friend of mine has recently returned an NIP without signature. The police force in question immediately returned the form asking for his signature. He returned the form unsigned with a covering letter (also unsigned) saying that he did not wishto sign the form, however if they could point out where the law states he MUST sign the form, he would be happy to do so. 3 weeks on, the police have not been in touch.

I'm in a similar situation just had a NIP for 81 in a 70, a bit harsh, but had it been before I slammed the anchors on I'd be buying a bicycle. I'm going to try the not signing trick also.
