Si..thanks for cheering me up...checked on a legal web site and they gave the below calrification:
b) A notice sent by post must be dispatched so that it would reach the driver within the 14 days within the ordinary course of the post. If this is the case then it will have been deemed to have been served even if it is delivered outside the 14 day period

Just recently the post seems to be awful it has taken 5 days for 1st class to reach me.
but out of interest if you receive it how do you go about rejecting it because of the time it has taken to arrive. i presum you dont just ignore it.

Last one i got (for the scoob i sold a month earlier) came with a nice little instruction sheet. It tells you what your rights are with regards to rejecting the ticket and the "14 day" rule. I assume you'll get the same attachment (if they even send you the NIP in the first place).
Oh.. but if your car is registered at a previous address then they only have to send the NIP to the old address within 14 days... they can take there time after that as long as they do not take an unreasonable amount of time to track you down.

Dave - want me to ring them up and remind them they forgot?
I would have thought a "safety concious" chap like yourself would have sent the £30 to charity as a self reprimand, you dangerous blighter
