I think it's CTRL + F8 but not quite sure and cant check coz i dont run it.

Press F8 when it says starting "Windows 9x" and you'll get the startup menu options.

or hold down F5 and it will go into safe mode automatically.

If you hold down the power button the PC will go into ultra safe mode. Guaranteed not to crash too
