28" widescreen TVs - best at the mo

Best mate is looking for a 28" telly at the mo. He has seen a couple - Philips and Toshiba for good prices, but can anyone recommend anything ?
Has to be a good picture, not necessarily 100Hz, doesnt need surround, etc as thats being done thru separate amp, and needs at least 2 SCART sockets, ideally 3.

Just bought a Samsung 28" after a long time shopping around. The Toshiba was a great unit, impeccable picture on it. I'd highly recommend he/she goes for that. I also saw good prices on Phillips units, but the picture was appaling and the 100Hz units went out of focus when, for example, panning across football pitches.
Didn't buy the Tosh because, of course, it was out of stock, but the Samsung was a good price - £400 and so far looks like a good buy. Lower price also allowed me to buy surround sound - if he/she can afford it I'd highly recommend it!!

We got a 28" widescreen Philips, it has 3 scarts and lots of different toys ( lots of different sound optons and 6 different screen sizes etc ). The picture is excellent! On DVD the picture is flawless. I don't know how much it was though.
