Default Engine runs poo on start up

I got a 96 sti. On start up it runs about 400-500rpm then after a few mins goes to 1000. I've put 3 idle control valves on and they all have to be turned flat out even when hot to tick over normal. Am I missing something?

yes there are two temp sensors located next to each other. one is purely for the temp guage. Its the other you want which sends a signal to the ecu. I cant remember which is which. There located on the coolant crosspipe below the inlet manifold if memory serves me correct
