sounds more like actuator to me! would of though if it was leak in pipe you wouldnt even get 5psi..try a second hand actuator not hard to exchange and the springs do go weak in them

I would do a few checks before changing the actuator.
You can check it firstly by seeing if it opens and closes easily, it should take quite a bit of moving by hand. Connect a pump to the actuator and see what pressure it starts opening at. Clean the boost control solenoid out, check the ecu for faults.

Let's calm down and start at the top shall we!

Here's a couple of links for you. I find the search facility very useful.

lol, before going down the new actuator route get the pipework etc checked out. if you don't know how to then get it to a specialist who can look at it for one, a quick once over wouldn't be too expenisve i would have thought.

My Scoob was boosting to 9 psi.... I was hoping someone on here could have given me some tips on how to pressurise my Intercooler & Pipes, but decided to remove all the piping block one end up and blow down the other..... I did this with every bloody pipe today to find the alloy pipe that runs down infront of the passenger side cambelt cover then twists around to the front mounted intercooler had chaffed through on the bodywork. I repaired the 3/16-1/4 inch hole which took my boost back up to 17psi..... worth a check mate

Yeah, forget all the ECU and Wagon talk. The boost system is exactly the same and all the advice is relevant to your problem.
