As said, if a UK model and it isn't modified, normal will be ok. However, super, preferabley optimax/tesco 99, will give the engine more punch, smoother running and slightly better fuel economy.

Seeing as we are on the subject of fuel, what type should a 1999 type r STI scoob be using? would it be ok on normal unleaded with booster, or just super unleaded or super plus booster!

If its not mapped for uk fuel then you should be using super + booster to take it to around 100ron which is what the japs use

As stated above, 100 ron is what these cars are mapped for, the V5's are quite tempremental when it comes to fuel, you need the HIGHEST octane fuel you can get (i prefer optimax in my MY03 JDM STi) and octane booster, i would also add a knocklink which will show you whats happening under your bonnet (it picks up det on your engine) otherwise it can be quite expensive for you (or you can get a remap for 650 +vat) but id still have the knocklink fitted.
