CEL error 21

since buying my 95wrx 3 weeks ago, ive noticeced the CEL pop on then off again very quickly on a couple of ocasions.
following a link somewhere on scoobynet i found it has error 21
water temerature sensor. Is this really bad and how much is a new water temp senor? DIY job?
