Default High idle

Impreza sti blob has sat about for a couple of months only started a few times and was fine, not driven anywhere. Now from a cold start the revs will start around 1000rpm and climb to 2300rpm approx within a minute. It will stay there even after driving the car. I have checked for boost leaks and cleaned the icv valve, it hasn't fixed the issue. Does anyone have any ideas as to what could be causing it? The car has a g4 link and it has not thrown up any codes. Car is maffless. tia

Tried putting your foot behind the accelerator pedal and pulling back? Sticky cable or gunk in the throttle body/butterfly?
