On top of the steering colum?

Do you mean the main switch that controls the lights on the left of the steering colum as tried this several time and is defiantely in off position or is there another switch that I have missed actually on top of the steering colum?

Look directly above the indicator stalk and you'll see the switch in question

Ahh, not good!!

Does the dashboard lights and instruments illuminate as well?

Usually the parking lights wont illuminate them, just the side lights

Yes. Because Subaru's have ignition only lights, you need something to activate just the parking lights.
