Website advice sought

Hi,
I am looking for help/advice on setting up my own website. I have no experience whatever and have no artistic/design flare in my bones whatsoever. However, for the moment my main aim would be to use the 20Mb of space I have at BTinternet to host some of my pictures for use on (mainly) this BBS.
As I'm also a skinflint I would like to make use of free software. So, any recommendations on what is out there that is both free and simple to use? Tucows has a few to choose from but I don't know which would be best.

FTP Explorer, FTP Pro or CuteFTP are good copy up applications
paintshop pro is good to resize your pics
I suggest frontpage 2002 (XP) for web pages. It's simple to use.
