Any suggestions ?

I've tried Blackrain and red snow and neither seems to work...

Depends if you need to jailbreak only or unlock as well. You can jailbreak or build a custom update with snowbreeze, but there were no unlocks available.

Never heard of snowbreeze, could be one of the many scam utils out there. I'm pretty sure using the latest Pwnage tool will allow you to create a custom ipsw file and thus jailbreak your phone running 3.1.3. There is a guide (mac only) here. I've not had the time to update my phone yet but might get round to it soon.

As for unlocking, I do not think there is an unlock available yet for 3.1.3

Have a read or this Dev-Team Blog the last time I unlocked a 3.1.3 iPhone I downgraded it to 3.1.2 first, no hassles. Not sure that all phones can be downgraded.
