Some places seriously don't like it if you try and bypass their security policies and you are asking for trouble if you try.
It's a tad harsh they have blocked the sites during lunch hours, but at the end of the day it's their machine and network so they can decide what you can and cannot access.

obviously I meant take a laptop or use a phone etc
If the OP's admin boys have got a half decent firewall then the standard approaches probably won't work anyway .... some of the firewalling about these days takes a lot of 'digging' to get around in order to see the light

Check to see if they have blocked www.logmein.com .
If not, install the free version at home and then you can just connect to it at lunchtimes and surf from your home PC.

you could use a proxy but if they log what your doing its not worth it

There are various other methods (VNC and SSH across port 21/80/443) but unduly complicated.
If you can afford it, the dongle is by far the easiest if logmein doesn't work.

Logmein, gotomypc etc will all be blocked if the IT have a proxy server running, the same goes for webmail
Laptop with 3G dongle at lunch is the way to go
But if the IT dept are so strict ( I deal with clients who are banks and they are the same) then I suggest you notify the IT section that you are bringing in your own laptop as they might get shirty about unauthorised equipment in the building.

Phones will work but depending on how your IT / security policy is worded (if you have one - lots of places dont) then you might find that you fall foul of it that way. ie using equiptment to deliberately circumvent company policies - Bit of a grey area at the moment but be warned.

If you're using 3G on your iPhone then you're not circumventing company policies...certainly not their IT policy anyway as you're bypassing their infrastructure.
Although you may fall foul of rules surrounding mobile phone usage during working hours.
