Is it just a specific DVD disc it won't read? Does it read other disks?

What OS is it running? What DVD disc won't load?

If you go into Windows Explorer and then insert the DVD, does it show up there under the DVD drive and if so, can you view the files on it?

If the flashing disc is seen in WinDVD it could just be that WinDVD cannot play/view the media files that are on the DVD, it all depends on what format they are in.

As mentioned above, if you can view the DVD in windows explorer you should see the files, I'd be interested to know what extension of the files is, by this I mean the filename will be something like NameOfFile.vid it's the ".vid" (or whatever it is) bit that I'm interested in as that is how windows knows what the file is and what it can be opened it, and as said it could be something WinDVD simply cannot handle at present.

It is possible there may be some plugin or option that needs to be enabled to allow WinDVD to read those files, or you may need another application. I would be tempted to download VLC and pop the DVD in and see if VLC will allow you to view the files on there, it seems to handle most formats.

Tried the download and got this reply when trying to play
Your input can't be opened:
VLC is unable to open the MRL 'dvd://F:\'. Check the log for details.
