You'd need forum software, a machine/server that meets the requirement for this software (typically you'd be looking at webserver software, PHP, PERL, and mySQL) and an internet connection so it can be accessed.
ScoobyNet uses the vBulletin software which is very nice and pretty easy to setup and configure, but it is not free. One of the best alternatives, which is free, is phpBB3. There is also IPB (Invision Power Services) which have IPBoard.
You could have a search for free hosts for IPB (invisionfree being a good one) and PHPBB. This would allow you to quickly setup a forum, without the need to purchase a server or configure a server. The downside is that you don't have complete control over things, for example, if you setup your own site and wanted to move the database holding the posts, you'd probably need to pay to get it, if the host would let you do that, some don't.

IPB sounds like the ticket i'll investigate into that as its not something i'm overly worried about having much control over as it will be for a small user base.
