Yep - AVS Video does it. It's what I use to convert video files and it also copes with DVDs.

AVS Video to iPod. Make video for Apple iPod video players with AVS Video to iPod.

Features:

Convert DVDs for iPod
Copy your home video DVDs quality lossless to iPod with a button touch to a wide variety of iPod models including the latest ones.

Copy Video to iPod
Convert various video files for iPod. All todays key formats are supported.

Transfer Videos Fast
Upload videos directly to iPod without launching iTunes.

Use Multiple Copy Modes
Copy the whole of your personal video or just a part of it. Cut out unnecessary parts of video and complete the conversion process.

Convert within Minimum Time
Make the most of your multi-core processor power. Multi-core PCs are supported.

Not tried it myself from DVD but AVS is pretty easy.

I think you can download a demo version of it from that page I linked too - not sure what the limitations are but it should give you a good idea about how easy (or not) it is.

Cheers
Richard.
