offline memory scanner?
is there something similar to crucial memory scanner but is used for offline?
basically i want a small app in an usb mem stick, and can test random computers for type of memory and available slots in the system?

To be honest, I think the best answer to that is no. Most of these scanners cannot really tell all the relevant info. Different revisions of the same motherboard can have different limits, preferred brands, timing restrictions and so on.
The motherboard book is the best place to start, or the online help file for the motherboard you are looking at.
