Default Changing ISP

I've been with Nildram now for 5 years and they've been very good. However, over the past 4 months I've had numerous occasions when my line speed would be very poor (supposed to be on ADSL MAX) and the last 3 days has seen it capped (max download) at 60KB/Sec (as apposed to the normal 400+KB/Sec).

Looks like there is a lot of congestion at my exchange. I assume that as this is a BT issue that changing ISP wont make a difference?

Question

It might be capped because you have gone over your 50gb download limit for the month.

I've not been using it for films recently and my quote is sitting at 73.10GB (Nildram carries over unused quote into the next month).

Frustrating that after swapping to ADSL MAX I've had really variable speeds - whilst on normal ADSL I got the max 2mb all the time.
