Re-install Windows and ensure full format prior to installation.

Government level wipe

Deleting things does nothing and merely sets the allocated space to empty.

Plenty free binary formatters in the freeware domain.

Internet History Eraser deletes a lot of history and also overwrites blank space on the hard drive.

Probably not enough to protect you from MI5, but enough to ensure that the inlaws don't see that you've been to www.women-and-donkeys.com

Internet Explorer / Tools / Internet Options / Clear History is enough to protect you from MI5

women-and-donkeys.com/bugger is a subscription only site (so I'm told).
