Best one I've found is http://www.freewareppc.com/games/sudoku.shtml - for Pocket PC assuming this is what your Ipaq runs.
It can generate puzzles. Even the normal ones are pretty tough.

Just copy the .cab file to your iPaq (activesync or onto memory card via card reader) and click on it (on the iPaq) to install.
You'll also need to install ".NET Compact Framework 2.0 Redistributable" by downloading it and installing using activesync.
I know it's a pain but it'll be worth it

downloaded and installed the .net stuff but cannot get the .cab file to do anything. I have tried unpacking the .cab and double clicking instal from my pc but ie just blocks it as having active content.

Connect your iPaq to your PC via USB and make sure Activesync is running on both.
Click on 'explore' from Activesync. Open another explorer window, copy .cab file and paste it into 'My documents' on the iPaq in the first window.
Disconnect iPaq and using 'File explorer' on the iPaq, click on the cab file in 'My documents' to install the program.
