Is the TV output on your laptop in CMOS set to PAL or NTSC?
I had this on mine until I checked CMOS and found the output to the TV was set to NTSC and not PAL, after changing this all worked fine.

you will need to do it in the initial setup so when you first switch on your laptop it will ask you to press F2 or Del to enter setup. it is in there you will need to check the settings for your SVHS port on the laptop.

On the properties page (shown above) click on Monitor tab. I think you will see somewhere to set/check the settings for the laptop screen and external monitor(s) of which the TV Out will be one.
However, I have a sneaky suspicion you have the same problem I described in the other thread - the TV Out > Scart only produces B&W pics. I would love to be proved wrong though!
