PC is playing up and changing .exe files

PC is playing up and changing .exe files
anybody help on this one
OS = XP
my system is playing up at the moment , whenever i download a .exe for example
downloading the new ATI 4.2 cats (24mb), if i double click on the file immediately after downloading the system recognises the file and runs it, there is even an icon associated with the file in explorer.
If i re-boot the pc the icon association goes the file changes to a white block(in explorer) and if i try running the .exe it hangs and does nothing
any ideas

a .exe is a program file so it should just start when you double click on it it shouldnt be associated with any program there should be a program called setup.exe which helps install it
