Which Effect/Filter do I use to change the colour of a car for example?

Quickest way is the colour replace tool can be found in:
Image --> Adjustments --> Replace Colour

Then use the dropper to select the colour you want to change and move the sliders as desired.

Best way is to select all the bits of the car that need changing, then go to Image > Adjustments > Hue/Saturation. Check the Colorize box on the right, then drag the sliders till you find something that looks good.
