I noticed a minute ago that he is only running pentium 2 We haven't got a copy of 2000 sadly because I like that I can't get it into msdos mode either because it doesn't appear to be there

There is no "Dos Mode" on XP. You can get to a command prompt (Run > Command) but this will not allow you to run fdisk (well, you can run it, but you cannot delete the partition), as the hard drive cannot be locked. Also, if the hard drive in NTFS, you will not be able to see it even if you use a boot disk.
You should be able to delete the partitition using the XP CD. Make sure the PC is set to boot from CD first, insert CD, reboot, select the option for a fresh install and you should be asked where you want to install. On this page there is an option to create/delete partitions etc. When you have successfully deleted tha partition, you can fdisk/format and install 98 using a bootable CD or bootdisk.
