not that I've ever found. I have tried various ones over the years - the only one I ever had any real success with was iSpeed, but only in conjunction with windows98. All the others led to either worse performance or no difference.

The best thing to do is to find a more local server.

From my old sk00l CS days, one of the best things is untick "Enable software compression" is your TCP/ppp settings of your dialup account.

Also, find some sites that talk about correct rates, push latency, and other settings that can be changed (sorry no help with links as I've not played it for ages)

sometimes changing your modem is a good idea
My old internal modem used to be about 300 ping
After buying an external one for 20 quid it went down to 150-170

Talking

Is Counter Strike similar to Medal of Honour where a user with a poor ping rate can effect other players and slow the game down?

I think it is funny when a player gets messages from the other players about having a high ping rate and then get kicked off a game because they are using a modem!

JD, nope CS is old sk00l, players with bad ping tend to lag, skip around the joint, and get 0wned pretty quickly.

I've been playing on 56K servers only you get kicked for a ping of less than 120 so that keeps us all the same

my ping gets to 270-300 where other folks are 125. trying to play with that split second lag you just get your @ss wooped

Get a Diamond Supra Express External modem - it is one of the best modems around for gaming - my ping is on average 180 to 200, connecting through BT, and using what ever servers come up in the in game on-line play menu with a filter of less than 250.

Make sure you're not running any services on your machine as well - use enditall to make sure all your memory is free!!
