A few thoughts...

Have you applied any fixes etc that might have switched it back on?
Check your PC for spyware using Adaware

just install some anti-spyware software like ad-aware or pestpatrol.

If you are on XP/2K then these pop-ups are likely to be nothing to do with Windows Messenger (AKA MSN Messenger), but use the network messenger system (which is designed to be used to allow messages to be sent to/from network administrators).

Assuming you do not need this feature, stop, then disable the Messenger service from the control panel, this will stop these pop-ups from, well, popping up. To do this on XP (think 2K is very similar but not sure) you need to be logged on with Administrative rights. Go to the Control Panel > Administrative Tools > Services. Scroll down until you find Messenger. Right click, select Stop, right click again, select Properties, and change the startup type to disabled.

That would have cured it until you rebooted your PC or logged off/on, when it would have restarted the service and brought back the pop-ups.

BTW, do you want a U.N.I.V.E.R.S.I.T.Y. D.I.P.L.O.M.A. by any chance??

have read about this programme
worth a try maybe

i think this is nothing to do with cookies, so adaware is useless in this case
