Help installing app on citrix metaframe

I have been asked to install an application on a citrix server. I have typed CHANGE USER /INSTALL from a cmd prompt, installed the app via the ctrl panel ADD/REMOVE prgms. When finished, I typed CHANGE USER /EXECUTE, then, navigated to the users desktop folder (on the server) in Documents and Settings and created a shortcut to the app. The app runs on the server and the client can see the icon but the app fails to run on their winterm.
Should I have published the app??? Why doesn't it run???

Fails to run?
Presuming the users don't have admin rights, then they may well lack privs to a crucial DLL or library. Turn on auditing on Failure on File use and this will provide a good clue
