I need a recommendation on easy to use fax software for my father in law who knows just about how to turn the PC on. (send & receive)
Also just out of interest, if on ADSL can I still use fax on the PC while connected or am I asking too much

W2K and XP can both send faxes over a modem without any special software needing to be bought. Just make sure you install the Fax Services from the Add/Remove Windows Components screen.
As for recieving faxes, I use eFax. It's a free service, and you get a dedicated fax number allocated to you - all faxes are sent to you via email as a small attachment. Used it for about 4 years now and it's worth every penny.
