Why would they do that? All you need to do is wrap the seat belt round the back of the seat and leave it plugged in.
Good example for any Top Gear fans is the Hi-Lux that JC and May took to the North Pole.

It's so they can't be strangled with it from behind...well, guess it only applies to "normal" cars without the safety glass. My driving instructor wouldn't wear his. Brave man!!
