What about a Daihatsu YRV turbo? Pretty much hits the mark in the catagories, except the 0-60 figure is 8.1 seconds, but for a 1.3 litre 16valve twin cam engine will deliver around 40MPG! Downsides are that to get the hadnling you'll need a modded one with lowering springs and wider tyres. I know when I bought mine I ended up modding it to get a better balanced drivable car. Couple are popping up on the Autotrader now and again.
