That's an arguable position, but so is the one which says that the very methods they use for their attacks make it in many cases nigh-on impossible for them to have more than a very approximate idea of who their victims will actually be.

Yes, but they'd consider that collateral damage. I'm of the opinion that their targets are far from random and indiscriminate; Pakistan's most recent atrocity being a prime example. Brussels was targeted, too, but in a different way and I'm sure I don't need to explain why.
