Comes to something when it's better to let the littering happen and walk away for fear of being prosecuted as an "aggressive litter returner".
Though perhaps it was a mistake to throw it back in the car. Better to just ask if he wants it back or not.
Suggest that this has nothing to do with being a cyclist, I certainly don't want to throw dropped litter at an offender if I see them, when I'm on a bike. So perhaps more of a confrontational attitude which I think you can have whether you drive a car or ride a bike?

yeah, I don't see this as about a cyclist
just a citizen unwilling to tolerate antisocial behaviour
maybe he should have said in a sarcastic tone - "you dropped this"

The sort of person that throws litter out of his car window is never going to respond well to being confronted by his actions, even if you are 6 foot and 18 stone there are people in this world that don't care and carry weapons, is it really worth putting yourself in harms way over littering?
I'll save my being a hero for something a little more life threatening than some retard dropping litter, not that I in anyway condone it but in the greater scheme of things it's pretty low on my list of priorities and I for one would sooner just pick it up and put it in the bin myself, a little too much macho man going on if you ask me.
If some bloke on a train started shouting at me I'd tell him to go forth and multiply, does that mean I have ***** or I'm just as big an idiot as he is?

litter dropper just happened to be in a car, litter returner just happened to be on a bike. Their chosen modes of transport and nothing more than a means for that scummy publication to create a headline.

If your force is paying that much for a standard test, they are being had. Standard DNA swab is about £100. I think you might be quoting for LCN? It's about the only way you'd get a profile off litter, especially if it had been lurking around a while. LCN is a lot more expensive because it's a lot more expensive to do. Mitochondrial would set you back a lot more than even that.

Standard DNA sequencing (not the Jeremy Kyle stuff) over a set source or sample is about £1000 a go for the use in court purposes.
You wouldn't use it on paper in anycase - the best bet would be fingerprinting with ninhydrin, which (if a clear print is found) will be a unique match as apposed to DNA.
