and was well know for signing off on sweetheart deals with big business, allowing billions to escape the TAX authorities

This has been mentioned and possibly explains why there seems to be zeal for civil action over criminal. It has been said criminal proceedings will be drawn out, expensive and possibly fruitless. It would be more prudent to recover outstanding tax liabilities.
Labour are playing the 'not on our watch' card and the Tories need to explain why they gave the erstwhile boss of HSBC a peerage, this was while he presided over the bank as the malpractice was occurring.

HSBC has already paid billion in fines to the US authorities over money laundering

is set to pay 100 of millions in fines for forex rigging

has also already agreed to pay millions in fines to the US authorities over the activities of its Swiss arm in relation to Tax evasion for US citizens

This may explain why the rogue elements within some banks operate with such impunity. It seems they've befriended the law makers and colluded (allegedly) with them to remove the threat of legal sanction.
