Default Something's Sticking...

When I come to a stop and then start again, sometimes it feels like the brakes are locked on and on downhills the car doesn't seem to roll down as fast as it should.

This seems to happen when the brakes are hot but is temperamental. About a month ago the front right caliper seized on - the wheel got incredibly hot and I could smell burning so I replaced the front two calipers in the hope or resolving this. This stopped the caliper from getting properly seized on but didn't fix the sticking problem so I gave the rear drums a good clean which also didn't work. And then today I've had a new front right brake pipe (the side which seized before) put on but something still seems to be sticking!

Any suggestions?

Also does it matter if I used dot 4 brake fluid when it suggests I used dot 3?

Where's it sticking, front or rear?
Do you have a Sport, since you mention rear drums?

Can you get someone to put it on a ramp and try turning the wheels?

Or take it for a run, let it catch, then stop and feel all four wheels, the hot one is where it's catching.
