Pagid Blue seem to be the best alround pads, but cost around £150. Ferodo Ds2500 are supposed to be good too (also £150ish).
Godspeedbrakes do Mintex Xtreme for £65, which have been good on other cars, but tend to be dusty and make your wheels dirty. They also do grooved discs for the standard caliper, which may improve things further. (See the GroupBuy section.)

Just purchased some Godspeed grooved discs and Black Diamond Predator pads for the 2007 WRX. Since mapping the ECU, standard brakes don't seem to slow the car as well, so trying this combination to see if it improves. Fronts only for now. £170 delivered for the lot.

Pagid Blues i would go for. I have just swapped to these and i am well impressed on the OEM discs and calipers. I just got in from a drive and they performed nicely and stop me well! lol
They are not cheap but are superb i think.
To say i have come from a stoptech kit, i am more then happy with my surrent set up compared to that.
