are my whhels right for the car

i have a set of ALLESSIO MONZA offset 47 tyre size 215/45zr 17 on an 8 inch rim
the wheels keep catching on the arches is this because of the offset or the wrong tyre size have 99 UK impreza

Combination of problems I'm afraid.
8x17 wheels ET47 and 215/45/17 on a MY99 just does not fit !
Change the tyres to 215/40/17 and you might just be OK, but the 8" rim allows the tyre to "spread" a bit too much ( 215 on an 8" is not normally recommended ).
Who sold you this set up and did they claim it will fit your car ?
To be avoided I reckon.
