Personally I think you're mad considering a 2.5 that hasnt had a reputable builder rebuild the engine.
They're known to fail at any given time. Whether modded or not, low miles or not.
Just my opinion of course.
Oh and sorry I miss read your budget. Dig deeper or save longer would be my advice. there.

Totally get the saving for more idea, but it's so easy to get carried away and then 12k could easily turn into 14k.
Ref the engine issues, I had an 'honest' chat with my local Subaru dealer who over the years I've got to know very well. The service advisor I spoke to could only recall one 2.5 hatch coming back with engine issues (HG failure).
I live local to Enginetuner so if anything does happen I can get my credit card out and send it to them.
I've read the failure thread and it seems the best idea to avert disaster on the original internals is to get a personalised map on a dyno.

my personal opinion is I would buy the cheapest one I could find and get it rebuilt by your preferred mechanic from day one. Unless I could trust the seller of an already forged one obviously. Would be very wary of a random seller saying it was forged as they could tell u anything .
Having to get my pride and joy rebuilt out of the blue was horrible. Came at a bad time in my life too. Put me off the car and I sold it even though it was perfect.
just bear in mind the nugget that all 2.0 JDM cars from MY03 and ALL cars from MY06 used the same Hyperpeutic manufacturing process that is so castigated in the 2.5...........

Noted, we all speak from personal experience. I've had 4x impress now, all 2.0's and never had any issues recognised with the 2.5. Just the 2.5 is a new realm for me. Would be nice to not have to pay for a rebuild but watch this space I guess
I believe there's quite a few importers in the UK that can do that. Off the top of my head - Aberdeenshire Imports, Torque-GT, HJA, Sprinting Hare JDM, Hurst Cars, SVA Imports
