springs & shocks - some advice please!

hey hey
noobie needing some advice. I have an MY99 sport wagon, and I have a large, horrid gap in the wheel arches. Problem is, I do regularly meet large road humps, so I don't want to drop too much.
What's the difference between shocks and springs?
Could I get away with just changing the springs and lowering say 25-30mm?
any advice/tips appreciated.
