Default Toad AI606 Key Fob Programming

Having some real difficulties programming a replacement key fob on a Toad AI606 alarm.

Is it really just a case of turning the ignition to the Acc position on, off, on, off and on again..then counting the flashes to match the PIN code.

Does the system have to be armed before or does this not matter?

copied from my toad manual.

Introducing and removing radio keys
Your alarm systems can accommodate up to 4 radio keys. To use a new key with your system it is simply necessary to introduce the key to the system, as follows:
a) Turn the ignition on and off twice and-then turn the ignition back on within a 7 second period.
b) LED fast flashes for 3 seconds.'
c) Enter the PIN code as described previously.
d) Turn the ignition back on and press button 1 on a new transmitter to teach it to the system.
e) Turn the ignition off
f) Leave the ignition off for 25 seconds to exit or turn the ignition back on to enter software switch routine.

Alarm must be disarmed and immobilisers off ie able to start car
